This is the "Tatekake-no-to" at one of Kawachi Nagano's main tourist sites, the Kanshinji temple. This building is an Important Cultural Monument; and it's lovely, but the most interesting thing is that it's unfinished - it was supposed to be a three-story pagoda, but after the completion of stage one, famous local warrior Kusunoki Masashige (who supposedly designed it) died in battle, so it was left as a one-story pagoda.
Kawachi Nagano is spread-out and has few really major sites to see, but it has a nice, rustic feel - especially compared to nearby Osaka. It's off most tourist routes and looks like it hasn't changed in generations... as symbolized by the grass growing out of this tiled door roof.
