It’s not until you get to around Curve 111 (yes, they number the curves on this road - the numbers decrease in the direction leading to the summit) and you've cycled through the short, relatively new (1997) Rokko Tunnel that you get your first hint of the views to come. The tunnel also marks the end of the major uphill.

Before the best views of Osaka and Kobe, you get a view northward toward the Sanda area. The famous Arima Onsen spa area is not far from here.
